The principles, rules, and procedures set out in this Public Procurement Policy and Procedures Manual (“Procurement Procedures Manual” or “PPM”) shall govern the conduct and administration by the Interim Galmudug Administration (hereafter referred to as IGA) of the procurement of the goods, works, Consultants, and non-Consultant services that need to be acquired to implement budget requirements or development projects awarded and/or funded by the IGA or with funds provided by any international Donor, and that are processed through the IGA Treasury Single Account unless said Donors specifically agree to the application of alternative procurement procedures.[1]
