Procurement in the public sector is often a delicate activity and warrants a specific department to develop the procurement policies, necessary instructions and contracting documentation. This department would also provide monitoring of the procurement activities and any necessary dispute resolution mechanism.
Training in procurement methodology is also a major activity in the longer term. Initially, the Public Procurement Department may need to take responsibility for Procurement and purchasing on behalf of GSS until such time as sufficient competency is established in Ministries.
